In terms of scope, Drax and Stromberg wanted to kill everyone except 100 people or so. In terms of behavior Sanchez I think is the most deadly since he kills out of anger and his rage is fierce.
But Blofeld has a piranha pool installed in his living quarters. Surely this is a good indicator of evilness⦠most people just have a goldfish

In, somewhat, defence of Frans, the ones he kills barehanded weāre all people who, as far as he knew, betrayed him - something Bond is also lethally punishing people for. To say Frans is the most evil, is to acknowledge that Bond is just as evil.
The bond villain who I really creepy was Silva, that scene where he touched bond really got under my skin!
Fair point, with one distinction. Bond usually doesnāt have grander plans involving deaths of thousands of people. Iāll clarify āevilā by saing Franz is the most psychopathic.

I think Scaramanga is pretty evil with his absolute love of killing.
I gave TMWTGG another look recently, and he truly is a magnificent villain and a scene stealer. As much as I like Silva, I still prefer Scaramanga. On paper the character is a cool dude (lives on an island, has his own gadgetry and personal assistant), but it all comes together with Christopher Lee. He oozes confidence, charisma and gives enough of a glimpse into his dark side.
Stromberg has a shark pool. Wether the bridge or the elevator is the more sinister trap is a question of taste. I prefer the elevator, maybe only because I once was part of a group of CBn staffers who entered an elevator (in the London Hilton, no less), and without saying a word, everyone was clinging to the walls as soon as the door closed
Unlike Blofeld, Stromberg has an underwater window to watch what happens.
Blofeld seemingly a good employer for the most part.

I think it has to go to Pleasance Blofeld⦠who wants to inaugurate a little war⦠and why⦠because heās being paid! Full on height of Cold War nuclear armageddon delivered out of pure greed⦠that is utter, calculated evil. In my book that out-evils psychopathic insanity any day!
Most evil Bond Villain⦠My vote goes to Largo, torturer of men and women, feeds his own employees to sharks and cigar burning your girlfriend is pretty evil.

Could go to quite a few of them. Obviously the ones that want to destroy or conquer the world come to mind, although often in some of the more humorous films so itās, at least on some level, hard to take the threat as seriously as one probably should.
I think a decent case could be made for Elliot Carver. Trying to plunge the world into WWIII, with all of the death, destruction, and chaos that would entail, all because he didnāt get a TV deal in a particular country. But, strong cases could be made for several of them.
