EON really managed to milk PR from everything so far, without straining to do it. Let the rumors take care of everything, it´s enough to keep Bond in the conversation.

I reckon there’s a good chance of that, as we don’t officially know anything that was filmed there. There was talk of aerials filmed there, so maybe just establishing shots of a lair - with the rest digitally created.

I wonder, wouldn’t have Cuban authorities made much of a prestige production like Bond shooting on location? Would current US sanctions even allow a Hollywood production to shoot there? And if they had made an exception specially for Bond, wouldn’t that have featured prominently on the accounts of the spin doctors?

As a Cuban actress playing a Cuban character written specifically for her, Ana De Armas would’ve had pushed hard if Cuban Gov’t had any involvement, even just being in the country - look at Mexican Gov’t reaction to Spectre’s pre-titles.

Probably so. Bond shooting on location in Cuba would be roughly as big as Bond shooting in Moscow.
A closer look at one of the new stills from Empire seems to confirm, between the Russian plates on the Defenders we’ve seen and the ‘ЗАПРЕТНАЯ ЗОНА’ sign behind Bond in the still, that Safin’s lair is definitely in Russia.

Barbara and Michael exude quiet confidence about NTTD. By approaching NTTD with the clear understanding among all cast and crew that this really is it, the same point to prove mentality that began Craig’s era could very well permeate his concluding film. The trailer certainly had atmosphere.
