If those are my two options, then a retro 60s anime style. Though I much prefer Kleinmann’s other work, especially TWINE and SF.

No, I think Bond 25 will have Rami Malek’s character unrelated to SPECTRE. I don’t think that SPECTRE is defeated necessarily, but they’ll just be sitting this film out.
